JOB TITLE: Borough Manager

POSITION PURPOSE
The Borough Manager serves as the Chief Administrative Officer of the Borough of Wilkinsburg and is responsible for the efficient administration of all Borough affairs under the policy direction of the Mayor and Council. This position oversees day-to-day municipal operations, implements Council policies, and ensures compliance with the Borough’s Home Rule Charter, ordinances, and applicable state laws. The Borough Manager plans, directs, and coordinates administrative functions including budgeting, finance, purchasing, personnel, and municipal services, while ensuring that all departments operate within approved budgets and established policies.
ESSENTIAL FUNCTIONS
The Borough Manager shall:
• Supervise all Borough departments, buildings, and grounds, excluding the Police Department
• Hire, discipline, and discharge Borough employees
• Prepare, administer, and report on the Borough budget
• Attend and participate in Council and committee meetings; assist with agenda preparation
• Advise Council on Borough operations and submit required financial and administrative reports
• Ensure enforcement of Borough contracts, franchises, permits, and leases
• Oversee procurement, serve as Purchasing Officer, and supervise contract execution
• Negotiate and administer collective bargaining agreements
• Ensure timely collection of all Borough revenues
• Employ consultants with Council approval
• Perform duties of Municipal Clerk as required
• Comply with all provisions of the Administrative Code
KNOWLEDGE, SKILLS & ABILITIES
Thorough knowledge of public administration, municipal finance, budgeting, purchasing, labor relations, and supervision. Strong communication,
negotiation, organizational, and conflict-resolution skills. Proficiency in Microsoft Office and electronic recordkeeping. Ability to maintain effective working relationships with elected officials, staff, and the public. Valid Pennsylvania Driver’s License required.
QUALIFICATIONS
Education: Bachelor’s degree in public administration or related field, or equivalent experience.
Experience: Significant municipal management experience, including
supervisory responsibility.
