Highland Township, MI – Highland Township is accepting applications for two positions – a full-time office coordinator and a part time assistant zoning administrator.

Position: Full-Time Clerks Office Coordinator 
Salary: $20.65 per hour
Department: Clerk
Schedule: Full-Time 37.5 Hours per week
Working hours: 8:30am-5:00pm Monday – Friday
Benefits: Full-time Benefits
Position Overview: Provide clerical, reception, and administrative assistance in the Clerks office. Process and coordinate all FOIA requests for the Township.  Manage the Michigan Qualified Voter System for the Township.  

Essential Job Functions:
The following tasks are representative and are not to be considered all-inclusive.
• Assist the public by telephone, written correspondence, and in person for all Clerks office areas of responsibility
• Register voters and keep voter files updated daily – master cards, ID cards, canceled, deceased, and change of name or address
• Assist with all Elections processes including absentee ballots
• Must work the full election day and night through the completion of receiving board for all regular and special elections
• Must share coverage for the weekends and evenings during the Early Voting schedule
• Attend training classes for elections, Qualified Voter File training classes and other classes pertaining to the Clerk’s Office
• Distribute mail to appropriate departments
• Manage all FOIA requests including detailed responses, financial records, and files
• Assist Treasurer’s office with receiving payments
• Perform Notary duties
• Schedule usage of the Auditorium
• Process the applications for Chloride reimbursement program
• Provide additional assistance as needed including coverage for absent co-workers

 

Qualifications:
Knowledge of:
• Strong attention to detail, with a proven ability to meticulously review documents, data, and information for accuracy and consistency.
• Read, analyze and interpret technical procedures or government regulations.
• Respond to inquiries or complaints from residents or regulatory agencies.
• Present information and respond to questions from groups of managers, co-workers, and the general public in person or in writing.
• Mastery of basic office suite software applications such as word processing, spreadsheets, database and presentations.
• Add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.
• Apply common sense understanding to carry out instructions furnished in written, oral or diagram form
• Deal with problems involving concrete variables in standardized situations.
• Techniques for providing a high level of customer service to the public and Township staff, in person, over the telephone, and through electronic communication.
• Strong analytical and problem-solving skills and strong attention to detail.
• Safe work practices.

• Review and verify the accuracy of data.
• Ability to work independently and as part of a team.
• Provide discretion and confidentiality for handling sensitive information.
• Work with moderate noise level.

• Enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work.
• Provide exceptional customer service to coworkers, and the public.
• Prepare clear and concise reports, correspondence, procedures, and other written materials.
• Use English effectively to communicate in person, over the telephone, and in writing.
• Establish and maintain effective working relationships with employees and those contacted in the course of work.
• Operate modern office equipment including computers and supporting word processing, spreadsheet, and database applications.

Education & Experience:  One year certificate from college or technical school; or three to six months related experience and/or training; or equivalent combination of education and experience.

Part-Time Assistant Zoning Administrator
Salary: $24.99 per hour
Department: Zoning Department
Schedule: Part-Time up to 29 Hours per week
Potential working hours: 8:30am-5:00pm Monday – Friday
Benefits: Paid Time Off and Holidays according to work schedule
Position Overview: Under the general supervision of the Zoning Administrator (ZA), the Assistant Zoning Administrator (AZA) interprets, administers, and enforces the Township Zoning Ordinance. The AZA assists the general public in reaching solutions and compliance with the Zoning Ordinance. The AZA keeps abreast of changes in zoning law and land use issues. The AZA provides support to the ZA and the Planning Department.  
Essential Job Functions:
The following tasks are representative and are not to be considered all-inclusive. 
·       Perform many of the duties of Zoning Administrator as provided by local ordinance and state law under the supervision of the ZA and the Planning Director.
·       Customer service provided to the public, contractors, coworkers, etc. regarding provisions of the Zoning Ordinance, determine zoning and master land use classifications for          individual parcels, and provide other resources such as maps or application materials as appropriate. Direct customers to other staff or agencies for further assistance when          necessary.
·       Review site plans and land use permit applications, issue permits, and render written opinions and determinations where appropriate. Review Zoning Board of Appeals                   (ZBA) variance application packets for completeness and provide support to the ZA for ZBA case files.
·       Investigate zoning violations, conduct site inspections, and pursue appropriate means of correction, which may include documenting the violation, issuing civil infraction                  tickets, cooperating with prosecution in preparing a case for court, and testifying in court as may be required when non-litigious efforts fail.
·       Maintain department filing system and databases, including assisting Zoning Administrator in logging complaints and enforcement actions into the BS&A (or similar) system. ·       Attend meetings when directed by the Zoning Administrator, Planning Director, or Township Supervisor, or as otherwise mandated by state statute.
·       Assist with FOIA requests.  

Qualifications:

·       Computer applications related to the work, including word processing, spreadsheet, and database applications.
·       Proficient in Microsoft Office or similar programs
